The heading is optional. The color of the heading border is authorable via blog category tags. The CTA is also optional.
On mobile devices, the overlapping item is first. On larger devices, the overlapping item can be on the left or right of the remaining links. On devices between 680px and 992px, only 2 links will display with the card presentation and there will be no item with overlapping.
